I am running the below code. I think I've exhausted all options, no other answers I have seen on the net are the same situation, and I have found nothing in the WCF documentation.

Found the solution. I was not using HTTPS for the entire service, and when calling the service the proxy was using the HTTP version and had HTTP proxies.
